It does seem to be a rather odd inconsistency.

It's a clue. The lower case pola lopas are decoys, of course. Red herrings if you will. The first P is in capital, which is key.

The P then appears in positions
1, 7, 9, 15, 17, 23
1, 7, 11, 13, 19, 21

removing the common numbers we get
9, 15, 17, 23 ->9151723
11, 13, 19, 21 ->11131921
or 91.51723, 111.31921.
Using these as latitude and longitude, we can convert them to
88.48277, -68.68079 as latitude only goes to 90.

This brings us to the Arctic Ocean. Combine this with the pronunciation of pola being similar to polar the message is clearly a warning about polar bears.
