It is a "trophy shelf", I believe. It started out as badges for having been on the ASDF forums for 1 year, 2 years, etc. It has progressively gotten a little wonkier each time. It now has a seven year thingy on it as well.
There are some other things on it as well.

What's more 'complaint department' than "we can't give you form A until you've filled out form B. But, we can't give you form B until you've filled out form A"

a complaint department seems like an inefficient use of resources. it should be replaced with an auto-reply email address that saves everything to /dev/null.

then again, i feel like even if its a bit old-fashioned, theres something irreplaceable about the soul-crushing atmosphere of a bonafide complaint department where your complaints are manually ignored by a real human.
