Copied and pasted it and ran some code on it, and it is apparently:
"ETHIOPIC SYLLABLE CHA"

Edit: Also Unicode character 4904 (decimal) or 1328 (hexidecimal).

HTML deals with Unicode, too! All the &#<numbers>; entities are Unicode characters encoded in HTML. You can also set the encoding (Unicode character representation) in the HTML file itself.

because I don't have any special fonts installed, as far as I know, and it looks like this to me:
